On August 3, 2026, the Capitol Hill Neighborhood Council submitted a formal complaint to the Capitol Preservation Board objecting to the manner in which the proposed Grand Liberty Arch Monument (GLAM) is being advanced. At a neighborhood meeting on June 17, 2026, residents voted unanimously to file the complaint in response to the CPB’s actions during its May 6, 2026, meeting.
The complaint centers on the circumvention of the established framework for monuments at the Capitol and lack of public engagement. The GLAM project was approved on the same day that two other finalists from a competitive, criteria-based process were set aside.
Since the announcement of the monument, the council has documented community feedback reflecting broad opposition. The community’s recurring concerns, detailed further in the complaint, include the loss of established greenspace, plans for traffic, parking, and pedestrian safety, and the content and message of the work.
The Capitol Hill Neighborhood Council requested that CPB pause the progression of the GLAM project. Additionally, the council requested that CPB initiate a formal public comment period, including a public hearing directed to residents, before taking any further action.
